The water distribution lines and sanitary sewer collection mains in Ivanhoe were seriously deteriorated. But the county highway department was poised to rebuild the main street from storefront to storefront.

Logic said that this was the time to replace the underground infrastructure. But the cost was far too high.

DSI was able to help by assembling a financing package for the project.

A combination of funds from USDA Rural Development and the Small Cities Development Grant program enabled the city to install new utilities not only in the downtown but also in other areas of Ivanhoe where the infrastructure was also in bad condition. Together with the county highway department's participation, the end result was a major revitalization of large portions of the community.
